The 2nd Coming of Liverpool began around 1977 with new bands like Echo & the Bunnymen.
The 21 tracks here include one by Wings-oddly enough its a song which Denny Laine sang on DELIVER YOUR CHILDREN and hardly Wings' finest moment.
Though Elvis Costello was baptized in the Wirral he was born in London and not exactly essential to the concept named Sounds of the Mersey.
Not really sure though what EMI were trying to prove here in this mix of the known and the unknown
